Experience

Mr. Carter is a California State Bar Certified Criminal Law Specialist. He is, in fact, the only Criminal Law Specialist in Lake and Mendocino Counties and is one of only three in Sonoma County. The State Bar requires that a Certified Specialist pass a difficult written examination in his field of specialty, demonstrate a high level of experience in his specialty field, fulfill ongoing educational requirements to remain current on the law in his field, and must be favorably evaluated in his field by other attorneys and judges familiar with his work. Mr. Carter has accomplished all of these things in order to obtain his certification as a specialist in Criminal Law. Mr. Carter has extensive experience in every stage of criminal defense, including trials in felonies, misdemeanors and juvenile matters. He also regularly conducts active negotiation and jury trials of charges related to all misdemeanors and felonies including homicide, assault/battery, burglary, robbery, drug cases, white collar crime, spousal abuse, sex crimes, weapons offenses and many more. In addition, Mr. Carter provides legal representation for withdrawal of plea, sentencing, modifications of sentence already imposed and violations of parole and probation. Mr. Carter has defended a large number of very serious felony charges on behalf of his clients. He has experience in jury trials relating to serious “three strikes” cases. He has conducted jury trials in homicide, attempted homicide, robbery, arson, and child molestation cases. In addition to his criminal law specialty, Mr. Carter handles civil matters such as defense against temporary restraining orders, negotiations, arbitrations and lawsuits that require zealous and effective representation of his clients.
Felony Contract Public Defender Lake County, April 1997 to December 2002
Mr. Carter defended indigent clients charged with serious felonies through all phases of the criminal justice process, from arraignment through jury trial and sentencing.
Lake County District Attorney's Office Deputy District Attorney, 1994 to 1997
Mr. Carter worked in the Lake County District Attorney’s Office under then-District Attorney Stephen O. Hedstrom. While there, Mr. Carter conducted all phases of felony, misdemeanor and juvenile prosecutions, from charging through jury trial and sentencing. Toward the end of his tenure at that office, he was given a special assignment and training under a grant for prosecution of Child Sexual Assault cases.
